Is this the entire heating unit like when shipped with the incubator? Or is this a separate piece that connects to the existing heating element?
The 'Replacement Little Giant 9300 Thermostat Controller and Sensor Combo' comes with the replacement thermostat controller and the temperature and humidity sensors. It does not come with a heater unit. The heating element plug into the thermostat controller.

Can this thermostat be used to upgrade the LG still-air model incubator or are they incompatible?
The Replacement Little Giant 9300 Thermostat Controller is the replacement for the still air model controller. They are compatible. It will not upgrade your original thermostat. It will simply replace it.
